Please add the image as an attachment to the post (the forum won't accept images like that).
If nothing is happening I think your IDE is somehow misbehaving. It may be another package that registered another editor for TPicture properties, for instance.
I suggest you try to identify any other 3rd party packages that you have installed (even GExperts and CNWizards). Try disabling then one by one and see if you get it working.
Also, what happens in a normal VCL application with a TImage component?
