To be honest I think that is more plausible that they find a major flaw in TLS 1.3 than in 1.2.
TLS 1.2 is the evolution of 1.1, with all the security flaws fixed or remedied... TLS 1.3 is a new thing. After being on this road for some time now I think that new stuff is more subject to major unexpected flaws than things that evolve over time... The future will tell us anyway ;-)
