There is nothing in IntraWeb that will do it and its beyond the scope of IntraWeb.
There are some Delphi libraries that do it. I haven't looked at them in over 10 years though. RTF is really marginalized now and I'm not sure if they have been updated or are current.
Google turns up many. Without looking, the Jedi ones may be a good bet to check out:
