There is a lot of information here, but I got confused about this:

TIWGradButton is a IW control, not a TMS one. AFAIK, TIWGradButtons work correcly in latest IW 16.2.
What problem are you experiencing?
I think whatever is holding you from upgrading to the latest version needs to be addressed first, otherwise a new fix or feature implemented in the jQGrid won't be available to you anyway....
