what Chad said about IP vs ports is that you can actually have one machine with 2 ip addresses. So, you can bind IIS to ip1, port 80 and your IW service to ip2, port 80 too. Or you can have IIS bind to both IPs. It is up to you.
However, if your machine has only one IP, only one application can bind to one specific port.
