Hi Alain. Paypal have a link to webhook api here: https://developer.paypal.com/docs/api/webhooks/#simulate-event_simulate-event
I think with small changes, you can consume Paypal API very well using mailGun example here: https://github.com/Atozed/IntraWeb/tree/master/XIV/Delphi/Mailgun
